A few months ago I launched an open access arts & literature journal, Printer’s Devil Review(pdrjournal.org). I started using OJS but ended up finding it too cumbersome and switched to Drupal 7. It’s not an academic journal, but I still may have some insights (and definitely some opinions) to share regarding your questions.
